Mr. Quentin R. Brasie - Chairman and CEO
Mr. Quentin Brasie has over 25 years of experience in the
aviation industry, beginning his career with the United
States Air Force. Following his honorable discharge from
the armed forces, Mr. Brasie served as a line mechanic for
New York Air and American Airlines. His expertise in the
industry led to management positions with Discovery Airways,
and Avitas, Inc. He was a founding partner of Aviation Solutions,
Inc., based in Manassas, Virginia, and held numerous executive
positions, including vice president. In July of 2000, Mr.
Brasie founded ACI Aviation Consulting where he is responsible
for the day-to-day operations of the corporation. Mr. Brasie
has conducted valuations on a wide variety of aviation assets
including assignments for many domestic and international
banks, financial institutions, and airlines. Mr. Brasie
routinely conducts valuations for aviation assets, valued
in excess of 3 billion dollars annually. Mr. Brasie has
been qualified in a Federal District Court as an expert
in the valuation of aircraft and aircraft components, and
in the maintenance programs for aircraft and their components.
Mr. Brasie has conducted industry presentations, published
articles in numerous trade publications, completed numerous
manufacturer and airline courses, and holds an FAA A&P license.

Mr. Bob Cowgill - Vice President
Bob Cowgill is a 20-year veteran of the aviation
industry with experience in a variety of operations,
maintenance and academic settings. A graduate of Purdue
University, Bob began his career as a flight instructor
and air-taxi pilot. Beginning in 1985, he served as the
Director of Aviation Technology at a community college
in Fairbanks, Alaska and also as an FAA Designated
Examiner. For the next two years, Bob expanded his
experience to include: development of HAZMAT programs
for air carriers, training and check airman duties for
several Part 135 carriers, and committee work on the
Fairbanks International Airports FAR Part 150 Noise
Mitigation Review panel. Since 1987, he has served as a
Captain for a
major airline. Bob holds an Airline Transport Pilot certificate
with several type ratings; Flight and Ground Instructors
Certificates and an Aircraft Mechanics Certificate with
Airframe and Power plant ratings.

Mr. Richard Young
ISTAT Certified Appraiser
Richard Young is a
certified International Society of Transport Aircraft
Trading appraiser with over 12 years in the aviation
finance industry. Rick initially served six years in
the United States Air Force, specializing in radar/air
surveillance and radar equipment evaluations for the US
Military, FAA and foreign government radar sites. For
the past 20 years he worked for a major finance company
with a $10 billion portfolio including a $2.5 billion
transportation portfolio consisting of 360 aircraft and
rail equipment. In 1993, Mr. Young began researching
values, reviewing third party appraisals, and inspecting
equipment. Prior to joining ACI, Mr. Young assumed
responsibility for issuing internal appraisals,
monitoring current and future values of the
transportation portfolio, contracting and reviewing
third party appraisals, performing or managing aircraft
inspections, records audits, lease returns and
deliveries, reviewing and assisting in negotiation of
leases and General Terms
Agreements (GTA’s) with various vendors for maintenance
on aircraft and engines. In addition, Mr. Young was also
responsible for reviewing and approving equipment
changes, maintenance reserve requests, and tracking the
entire portfolio including maintenance reserves on a
monthly basis.

Mr. Anthony (Tony) Tarasewicz
Aircraft Inspector
As an aviation consultant Tony’s duties and responsibilities
have included high-level maintenance records and
Airworthiness Directive/Service Bulletin compliance
audits on Part 121 fleets; aircraft configuration and
status inspections; physical audits of hangers, shops,
spare parts storerooms and office/operations facilities.
Assignments have included quality assurance
representation at vendor maintenance facilities,
detailed appraisal inspections of commercial and
corporate aircraft and lease returns (scheduled and
bankruptcy rejects) of commercial aircraft. Starting his
aviation career in the United States Marine Corps in
1975, Tony was trained as a helicopter mechanic and has
logged over 600 flight hours as a crew chief on the
Sikorsky CH53 Sea Stallion helicopters. After an
honorable discharge in 1979, he held positions as an A&P
mechanic at Air West Helicopters on Bell, Hughes, and
Aerospatiale helicopters and served as a Director of
Maintenance for Orion Helicopters. The majority of his
years at Continental Airlines in Denver were spent in
the Quality Control department as a line inspector, NDT
inspector and NDT Supervisor/QC Supervisor. Tony has
earned a Bachelor of Science degree in Business
Administration, Finance major, from the University of
Colorado at Denver and holds an FAA Airframe and Power
plant Certificate.

Mr. Ricardo (Rick) J. Cuevas
Aircraft Inspector
Mr. Cuevas has over 15 years experience in the aviation
industry beginning his career in the United States Air Force.
His experience in the military and civilian aircraft maintenance
field includes commercial and corporate aircraft maintenance,
flightline and production, as well as military flightline
and phase inspections. Mr. Cuevas has held several management
positions utilizing his expertise in contract negotiations,
mechanical recruitment, aircraft acquisition/acceptance,
and quality control. Mr. Cuevas has worked with North American
Aircraft Services, and Aerospace Maintenance Professionals,
Inc. Mr. Cuevas holds an FAA A&P license.

Mr. Alex Harwood
Vice President, Strategic Analysis
Mr. Alex Harwood has over 33 years experience as a system
engineering manager, reliability and maintainability engineer,
financial and management analyst, as well as a marketing
and sales executive. He has hands-on experience in aviation,
avionics, electronics and logistics. Mr. Harwood has worked
in the private sector at IBM, Hughes Aircraft, E-Systems
and Texas Instruments. He has worked as a consultant for
Raytheon, Martin Marietta, ITT Bendix and other firms. He
has been a United States Air Force officer and a civilian
employee of the USAF. He holds a BA from Cornell University,
a MA from Stanford University, and has completed all coursework
requirements for a Ph.D. from the John Anderson School of
Management at UCLA. He has been an adjunct professor and
has taught courses in Engineering Economics, Statistics,
Research Methodology, Management Theory, and Policy and
Strategy.

Mr. Joseph H. (Jack) Richards
Sr. Project Advisor
Mr. Richards has been intimately involved in aviation
for over 50 years, starting his first company in 1948,
called Richards Aircraft Sales. Richards Aircraft Sales
was involved in fixed-based operations, charter and
easing of both executive and transport aircraft. In
1972, Mr. Richards move to Onyx Aviation, Inc. He
currently serves as President. Onyx Aviation purchases,
markets and leases executive and transport aircraft in
the world market. Mr. Richards is currently Director of
the Airline Management Group, which provides consulting
services to start-up regional airlines. In 1985, Mr.
Richards was named Editor and Publisher of the Airliner
Price Guide. The publication provides history,
specification and prices of all airline-type aircraft.

Security Personnel:
Mr. Willis Perrine
Principal
Mr. Willis Perrine has over 15 years in law enforcement
experience encompassing all aspects of police and investigative
work. Mr. Perrine has an Associates Degree of Applied Science
from Fairmont State College and a Bachelors Degree in Criminal
Justice Administration from George Mason University. Mr.
Perrine has extensive knowledge of police procedures including
criminal investigations and field work. Mr. Perrine has
extensive fact witness court room testimony experience.
Mr. Perrine is a licensed Private Investigator in the State
of Virginia. Mr. Perrine has received numerous awards for
outstanding service within the law enforcement field.

Mr. H. Hadley McCann
Director, Security
Mr. H. Hadley McCann spent 29 years with the FBI. Mr. McCann
received his BA from Lewis and Clark College in Portland,
Oregon. As a Special Agent, Mr. McCann spent 20 years as
a pilot-in-command, flying hundreds of specialized missions
for the FBI. He was the aviation coordinator in the West
Coast FBI field division for 18 years. He was responsible
for all aviation activity, including mission planning, coordination,
maintenance and budget formulation. Mr. McCann is an expert
polygraph examiner and has conducted examinations and interviews
in a wide variety of cases including espionage, terrorism,
theft, kidnapping, and murder. He has received aviation
training from variety of sources, specialized tactical training
at the FBI Academy and investigative and management training
from the FBI, industry and educational sources. Mr. McCann
was nominated to the U.S. Attorney General as a national
investigator of the year. He is also the recipient of many
FBI awards and citations.
